Who should own the client and have responsibility for the R in CRM

I have recently had a client who is wrestling with the decision on how he should decide on which fee earner to allocate the responsibility for maintaining the relationship with the client, Organisation and contact. This has held up a CRM implementation for over a month and I would be interested if anyone has had similar sleepless nights.
