Making laws in the dark?

Over on the Law Donut blog, there's a post today from David Impey suggesting that there's a big hole at the centre of UK employment law-making where things such as evidence and research should be.

The example David gives is maternity rights. He says he accepts the underlying purpose of the laws (to ensure that the best person gets the job, regardless of gender). But he worries that politicians don't bother checking the evidence to see whether their laws actually deliver what was intended.

What does the evidence of your experience tell you? Do maternity rights succeed in encouraging a more equal labour market? And what about other rules and regulations that apply to your business - in your view how successful are they at achieving what the Government intended?
